IIS 6 Permissions Question

I am migrating our website from a WIN2K setup that was on IIS5. I used MS’s migration tool and it seemed to copy everything over, including the Frontpage Extensions.

I am unfamiliar with both Win2003 Server and IIS6. I am trying to test the website on a local IP before going live. Everytime i do i get the Window’s Authentication Logon Prompt. It seems this is a permissions/security issue, but i haven’t been able to find it yet. How do i get the server to allow anonymous Internet User access? It created the “IUSR_computer name” by default. That in turn is a member of the group “Guests”.

(I get HTTP errors 400 and 401.1.)
