IIS 6.0 with Windows 2003 Os frames not working

I have a issue with frames using IIS 6 and windows 2003 server. My site works fine in IIS 5 and windows 2000.

Some times it opens new windows insteading of displaying the frame page.all d time it shows page cannot be displayed.

What could be the possible reason?
