ILLEGAL Registrar Lock on Domain Names

I registered 11 domain names with Aplus.net. A dispute arose when they illegally charged my credit card for web design services I ordered but for which I had given them a different credit card number than the one they charged, which was an old number on my account. I believe they charged that old card when I did not sign their required credit card authorization form or contract for services for the new card number so I cancelled the services and asked for a refund to the card they illegally charged. They refused to refund my money so I had my credit card company do a chargeback after a few weeks of arguing with Aplus.net over what they had done. Their response was to lock ALL of my domain names citing my potential for charging back the registration fees for those names in the future and they refuse to transfer the domain names or allow me to redirect traffic to another web hosting company so I can still use those domain names for which I paid. It is a violation of ICANN policy to refuse to transfer domain names or take control of them for a chargeback on a credit card which is unrelated to domain names for which registrations have already been paid in full and have not been charged back yet, Aplus.net has ignored this fact. Does anyone know what I can do or who I can contact DIRECTLY at ICANN to help me resolve this problem? Thank you.
