inspiron 1100

I have recently purchased a dell inspiron 1100 off of ebay for really cheap. When I try to power it up I get two green left flashes than two outside lights flash amber and nothing? I have inspeced motherboard I see nothing wrong on it. Has anyone else had this problem?
