Instagram Cookies

Not sure if this is the right forum to be asking, but I’ll give it a go

On my Instagram login data, it gives a cookie for every login. My understand was it would assign a cookie based on device and browser. However, I got a new phone, logged into the Instagram app on my new device and it gave the same cookie as it gave on the previous phone. Is this normal / am I mis understanding something, or is that unusual / impossible?
