installing additional domain controller in WIN 2000

hi,
we have a dual computer using the disk array using the windows 2000 AS. recently one of the server crashed and had to reinstall the operating system from the scratch.
the primary domain controller is still operational however while i try to confiugre the additional domain controller using dcpromo in the newly installed machine i get the following error ” The domain “…..” is not ad Active Directory Domain. or an Active Directory domain controller for the domain cannot be contacted”
but when i check in the running server the domain name is correct and even the password i entered..
