Installing Programs in Windows 2000 Pro

I have configured users on Windows 2000 Pro Workstations as Power Users on our Domain with Admin Rights to their Local Machine. There are certain programs that user cannot install without having administrive rights to the domain. Is there a security setting that would allow the user to install programs without having administrative rights to our domain?
