installing Windows 2003 Standard

Working on installing a Windows 2003 domain with 2 servers and 10 users. One will be a domain controller and the other will be a Terminal Server. Will I need a separate Windows 2003 server license for the 2nd server? Or do I just purchase another 5 seats? I know that I will have to purchase Terminal Server licenses.
