Intel D850GB Motherboard won’t boot

Hi

I am rebuilding a computer, and it won’t boot. Here’s the situation:

I had a PII computer that had all kinds of problems, so we decided to rebuild. I purchased an Intel D850GB boxed motherboard, Intel P4 1.7Ghz Processor, 2 Kingston 128MB RIMMs, and an ATX12V 350W power supply. I have connected the motherboard to the power supply with all 3 required cables, and when I turn it on I get memory beeps. I then installed the memory, terminators, and a PCI video card, and when I start it I normally get nothing but the processor and power supply fans spinning. Once in awhile I get video, but that might be one out of every twenty tries. When I get no video there are no error beeps, just spinning fans. I do not have access to an ATX video card, but my guess is that this is not the problem because it works occasionally. I have replaced the motherboard twice so far.

I have tried contacting Intel, but the company I work for doesn’t want to pay for a phone call, and Intel does not respond to my email requests.
