Internet access denied

With a NT Domain Server, users are recieving the following: “ERROR: Access Denied”

Setup is recent. Have both Win98 and Win 2000 users. At first users had no access (could not find connection), but after Proxie server was started all was fine. But something happened and now all users are receiving this error message. Internet is accessable on the server so the connection is good (cable modem).
