Internet Bandwidth management

I have a win2k pc with 24 hr internet connectivity
I m looking for a software through which i can limit bandwidth usage to certain applications(download managers) so that i get part of bandwidth for browsing

Is there any effective application for this purpose
I tries searching on google but no good results
