Internet Explorer 6 install issue – Can’t connect to internet on first try

After installing an IE6 package (created using IEAK)on a computer, I cannot access any internet site when I click on the IE icon. (Page cannot be displayed screen). However, I can access any internet site (including the home page that would not display when the browser opened) once the browser receives this error. The IEAK package sets the exact same proxy info as existed on the PC before the install, so I can’t seem to figure out what in the package is causing this to occur.

This happens on every PC that the package is installed on, and no PC has thias issue before the package is installed.
