Internet Explorer Problem

Recently on a Windows 95B computer with Internet Explorer 5.5 installed, I reinstalled Windows 95B and now when Internet Explorer is started and the IE dialog box pops up, the computer acts as if it’s locked up and a section of the IE dialog box is missing, and you can see your desktop in the section missing. I’m unsure of what to do with this problem. Please Help!
