Internet & GPO

I have been using Group Policy and tried to manage users and computer accounts.Since I am using DHCP all the all the setting(WINS,DNS,INTERNET GATEWAYS)are done there.i DON’T USE PROXY since I have anADSL leased line for the internet.Now, I cannot block some internet users using group policy.What are the steps for this?
