Internet Information Server 4.0

I have a server running IIS 4.0 and it loads content very slowly-especially images. When a user clicks a link once it will occasionally get hung up and not do anything, but if the user clicks on the link again the new page appears as if the command was “forced” through. Any optimization tips would be helpful. Thanks.
