Internet Load Balancing and Fail Over

We have 2 different Internet providers with different speed. We already have a software firewall that is capable of doing internet load balancing and failover.

My question is, do anyone already tried to configure Internet Load Balancing and Failover using Windows 2000 server?? or is there other easy way to implement Internet Load Balancing aside from using a firewall???
