internet official spying

so many governments do spying on users activities on the internet,my question,how do they do that?
and can they track specific words of all users chat (e.q. weapon,etc..) ?

and second question,there are so many websites of forbidden organisations,like al-qaeda official website,dont they have a way to track the source of updating those sites,then arrest them?
