Intranet requirements

I’m looking at building an Intranet for my company WAN. I will be using NT/II4.0. I want to know if I have about 150 intranet users, 50 of which would be logged in at any given time, what kind of pipe should I have dedicated for it? Should I haveit on the inside or outside of the firewall? My instincts tell me outside.
