Invalid boot ini file

I recently copied a drive to a brand new drive, then started to get this trouble upon start-up. It just hangs there till i shut it down & wait a few minutes to restart it . I did re-formatted that old drive and used it as storage. My question is, how can I fix this problem. I cannot access my msconfig command to even look at it .
