IP address management on server 2003

I have just came upon the ip address management console on server 2003, now I normally assign wins statistically on client machines (I am new on the job) yet I see that here I can add the WINS, now will these wins be published to the clients if I set the clients on auto acquire settings, if so then that means the same goes for dns. If you have any experience with this please share your knowledge with me.
Another thing we have over 10 wins and i wonder if this setting on the server will actually allow the clients to rotate amongst the specified wins till they find one that’s online.
