IP packet dropped on isa 2004

hey guys
i m facing a problem in these days from ISA 2004. in the Alerts (IP packet dropped and connection exceeded )and maybe thats the reason in the clients yahoo and msn messenger sign in and sign by its self after few mints

how can i solve this problem ?
