IP Priorities?

I have 3 servers all with its own static public IP address as well as its own static private IP address. They also have pcanywhere installed for remote administration, however I’m not able to access the servers because it doesn’t see the IP via pcanywhere, however if I were to use a different remote access software like VNC it would work fine. Any suggestions?
