iPhone to android issue

I have question regarding switching from iPhone to an Android. I understand after some reading that having to disable iMessages will allow texts to come through from and iPhone to an Android. My situation was such that a friend switched from an iPhone to an Android and the text messages that sent him ended up on his ex-wife’s iPhone and not his Android phone. There were problems last year with harassment so I have her number blocked. How can this happen?
