Is it possible to play PC games on Android devices?

It’s possible to start almost any PC game (of course scalable) on Android devices. I’ve found about that possibility on Google Play – the app is called Exagear Windows Emulator (just search it on Google Play).

So, the question is if I can launch any other Windows software like Net framework, SQLTools, QIP, X-Lite, Php Designer on my Android tablet with this? It would really solve a lot of my troubles with doing projects while I’m on my way to work (have to spend 2 hours commuting each side daily).
