Is Rogue Antivirus safe for the users?

In these days, I heard from some people and saw a post on www.facebook.com, Rogue Antivirus was Frauding peoples!
users into believing there is a  virus on their computer, and forced to pay money for a fake malware removal.. is it real or fake?
