is the cpu dead or software problem

my cpu goes through post and shows winxp logo then goes to the blackscreen which says “windows did not load successfully” and gives several option to start in safe mode, start windows normally and last known configuration. whichever option i choose it comes back to this screen. is this a hardware or software problem?
