Is this a sign that my computer is infected? strange characters appearing

Please help. File names and even tab names and so on in programs such as Paint and on image and all other files are appearing with strange characters instead of their regular names. It isn’t chinese, but reminds me of that, just seems to be a mish mash of characters all jumbled up. What is going on? I can send a screenshot if it helps.
