ISA 2004 Failed connection attemp port 443

Hi

Thanks for taking the time to read this

I have a SBS2003 SP1 Prem Server With ISA 2004 SP2

All is pretty good except for one annoyance
I have 2 user groups Internet Users and internet Restricted users
With internet users group all is good and all sites are accessed

But with Restricted internet users there is a problem when accessing Https 443 sites
It gives me a failed connection attempt(PAIN IN THE BUTT!!!!)

Ok the rule goes as follows

Allow HTTP,HTTPS from internal to URL SET

This works for all the http sites but not for https

I would really apprciate some assistance
