ISA 2004 rule

Hi
My corporate network, running windows2003 domain, using isa 2004.
I have 10 users that to need to access 2 sites, nothing else, these are both https sites. I need to allow them to connect to these sites and also for the sites to send a response. I do not want to give these users access to another internet traffic – is there any way of setting this up ?
