ISA 2004

I have aproblem that:when a user want to access then internet(authorized) he couldn’t and the credenteils for connecting ISA server appears to him, and this happened although the default gateway to the client not the isa server,so the user can access the internet only if I as(Administrator) disconnect the isa server, so please help me.
