ISA 2006 non-authenticating clientless proxy?

I’m new to ISA. I’d like to use ISA 2006 as a proxy server for my users. I do not want them to authenticate in order to access the Internet, nor do I want them to install a client of any sort.
Can ISA 2006 accomplish this?
