ISA 2006 SMTP error “TCP_NOT_SYN_PACKET_DROPPED”

I diabled flood and intrusion detection.

I increased byte size of SMTP filter.

But ISA STILL drops some packets saying

unidetified packet…TCP_NOT_SYN_PACKET_DROPPED

What do i do?:(
