Isa 2006 troubleshouting

dear, i am newly user of isa 2006. i am trying to provide internet facility to user. i have approx ten user and now a days they are facing browsing and downloading speed prob. how can i manage it. i have not restrict any user regarding speed etc. they have open access to use net.
