ISA Server 2000 port opening

Can someone please help me out with opening a single port on ISA 2000? I have created an IP Packet Filter with the following settings:

Mode: Allow
Filter Type: Custom Filter
Local Computer: Default ex. ip add.
Remote comp:Any
Protocol: TCP
Direction: Outbound
Local Port: 26675
Remote Port: All ports

I also created one with the direction set to Inbound and local port is All ports and remote port is 26675. When I check to see if the port is open via YouGetSignal.com, it says it’s closed! help please!
