ISP Recommendations

I am looking into ISP’s to set up a T-1 line and VOIP for a small business of 10 employees. There are a lot of choices and all of them have negative reviews posted on the web in different places. I am having a hard time deciding which one to pick and could use some recommendations. XO communications seems to be the best deal for the best price currently but I am still unsure.
