IT Procurement of hardware and software process

Iam woking as Head IT where CRM, linux servers, VM , storage , MPLS , ip-pbx for interbranch office are managed iam also actively participating in linux config and all the linux config are handled by myslef and also i am into hardware ad software procurement. Ofcourse our business is not IT centric . Now that new procuremet head been joined I would like to understand what is the best practice that i have to follow or change as per the industry standard , Iam completely okay to take the approval from procurement head but should i share how may license and for which systems or users this is assigned. can anybody please suggest me the best practice an IT head in prourement.
