IT Support Staffing Standards

I need to locate a source that quantifies IT support staffing based on user population and/or network architecture. In fact I would like standards that support both private and government (state/Federal) IT operations. Several searches on the net and sites similar to this one just generate documents on SLA(s) and outsourcing.
