Java popups not coming up

My clients computer will not bring up a popup window in windows explorer or mozilla firefox, the popup blocker is turned off in both programs.
It works fine on my pc on both programs.
His computer is windows xp service pack 2 and so is mine. The popup is in a cemetery database.
