Java vs SQL

I don’t understand the specifics and mechanics of the following sentence in quotes “Web-enabling databases with proprietary extensions to SQL limits the ability of developers to create applications with the necessary scalability, performance, and availability required for the rigorous performance demands of the online marketplace.”

A little research shows that this comment is directed at explaining the differences between JAVA programming routines that are used for managing Oracle8i processing schemes and the competitor data base software developed by Microsoft using SQL.
If someone would please explain the differences (top level) so that a company executive not familiar with programming in Java or the similar programming code in Microsoft’s competitor data base technology so that there is an understanding scalability, performance and availability, I would be thankful.

Separately but related, please address the security aspects of Java relative to applets (if they re used inthis product ? Oracle8i).
