Keep students from Changing background wallpaper through browser.

We are running Windows 2000 Server, with a policy that doesn’t allow the students in our school to change their background in their profiles. Students are getting around it by using Internet Explorer and saving pictures as their Wall paper. Is their any way to prevent this?
