Laptop doesn’t turn on.

When I plug in the laptop power supply the LED turns on with a steady light. When I then plug the power supply to the laptop the LED blinks rapidly. I suspected a short circuit in an internal component. Do this conclusion sounds logic to you?

When I took apart the laptop I found that one of the microprocessors cooling fans didn’t turn at all when I attempted to turn it manually. Could this be the bad component? What else should I check?

Where can I find the service manual for the HP Pavilion xt375 laptop? Where can I buy the OEM fans for this laptop? I will be replacing both of the fans I think it is the most advisable thing to do.
