Laptop motherboard faulty – Power surge

Is it possible for power surge to affect motherboard and yet the pack pack is not affected and is still working? I am handling a dispute between a re-seller of laptops and a buyer. Re-seller has refused to take responsibility of the damage to the motherboard saying that power surge is not covered under warranty terms but then buyer’s argument is that it should be manufacturer defect. Power pack is intact.
