Laptop won’t finish loading desktop!

My Toshiba satellite s955-s5166 won’t finish loading my desktop. I sign into my Microsoft account, but the desktop just keeps cycling and cycling. I can’t click any icons or open any programs. The only thing I can reliably access is the task manager. I tried a hard reboot with the power button. I can’t get windows 8 to let me boot in safe mode or get to the control panel. Is my laptop beyond all help?
