Layer 3 Switching to Subnet Network

I am trying to subnet our network into smaller networks to reduce traffic. I have two Layer 3 switches (Netgear) and several Layer 2 Switches. I can get the Subnets to get Internet Access, but cannot get them to communicate between them. The Plan is have the following Networks. 1-Office, 2-Marketing, 3-VOIP, 4-Plants, 5-Security Cameras, 6-Security – Card Access. I have all the Vlans set up on the switches. Any help would be appreciated.
