Licensing problem Exchange 2k.

The server is set to per seat licensing but for some reason its counting per server licenses (the ammount of licenses used goes up each time we dismount and remount the mailstore, even tho we have no more seats than before the packdown.). Because of this we are having problems with users gaining access to there email accounts.

please help!
