licensing server 2003

I am managing a 2003 server. At this point we have merged to domains. I am recieving an error 202 The product Windows Server is out of licenses. Use Licensing from the Administrative Tools folder for more information on which users are out of compliance and how many licenses should be purchased.

I have looked in licensing under admin tools and it shows some from the old domain and the new that are not compliant. How can I fix this problems?
