Limit Internet Access on LAN

I’m newbie in field of network admin. please someone help me to accomplish this problem?

1. How can i deny/block access to internet during office hours?

2. How can i block certain website during office hours?

I want to permit access during lunch hours only.

I’m using Windows Server 2003 Enterprise SP2.
