Limit Internet Access to specific URL’s

Does anyone know how to limit ie access to only a select few URLS? I’ve been tasked with limiting access for a small group of users in our company.

I tried setting up the Content Advisor but it still allows users to go to sites that are not in the allowed list.

Any help would be appreciated!
