limit users activity using policy editor

we are setting up users onto a server using active directory and have been playing around with policy maker limiting what users can use,
i was wondering is there anyway to get rid of the start menu but still allow user to log off and turn off their computer without using the ctrl alt del option.
essentialy removing the bottom bar completely and still having the log off etc option.
