Limit Users Desktop as member of OU

I want to limit Users Desktop as a member of an OU on a W2k server. I want the user to only be able to log on and off and access only the WordPad program.
I have achieved a blank desktop except for the start tag with the settings,programs, and accessories. The horizontal taskbar has some icons on it and I would like to remove their accessibility. I would like to do this mostly by Group Policies so it can be applied to specific users. I need a response I can test by Wed. Nov. 11,01. I will give out points for a good response but the most points will given for an answer that works.
